  14.      An official asks the questions: How and where do you recruit
  15. people? How do you do it for your organization?
  16.      First, it was determined what paid staff position is
  17. responsible for the program. This is the person to whom the
  18. chief volunteer reports.
  19.      Second, the agency appoints a volunteer as the program
  20. manager. Emphasis is on the word manager. Technical or radio
  21. operating competence is not paramount. Get someone who is too
  22. busy to do it alone; someone who readily delegates assignments
  23. and duties. Someone who builds a team in depth to create and
  24. maintain a viable service.
  25.      Team and service are critical to any successful program. To
  26. treat the volunteers as a detached, outside, self-governing, on-
  27. call-only group is to invite problems that often lead to an early
  28. program dissolution for preventable reasons.
